Decide by what is said as well as what is shown
For a public product demo, sending audio may fit your requirements. For a confidential interview, the speech itself may be the material you are required to protect. Check your client agreement and your organization’s processing rules before starting.
If your requirement is that no media data leaves the device, this workflow does not meet it. Use a transcription tool whose offline processing you have verified.
What keeping the video local changes
You skip transferring the full source video for processing, which can help with a large recording. It does not make transcription or export instant.
Keep the original file available, let the browser finish rendering and then play the saved file. For a demanding export, a desktop with enough free storage may cope better than a phone.

Is this completely offline?
No. Transcription happens online, and it needs a connection for as long as it runs.
Does the video file leave my device?
No. The captioning workflow does not upload your video file. The extracted audio is sent for transcription.
Is it appropriate for confidential footage?
It depends on whether the audio must stay confidential as well as the image. Read the privacy policy and check your own processing obligations before you use it.
